You are very correct! I did not mean to imply that Yellow Diamond did not care for her sister, but rather I like to think the emotions she shows are clearly laden with regret and perhaps guilt.

What a better motive to destroy Earth than to cover the remnants of her actions; an attempt to waylay her own guilt. She feels bad for what she did, but she has to believe she did the right thing. She loved her sister, but she believed in maintaining the balance of Gem civilization even at the cost of someone so dear to her.

We can hurt people and still care about them.

Steven Universe Theory:
Pink Diamond fell in love with Earth and didn’t want to see it get destroyed by colonization. She tried to instill her love of Earth into her soldiers. Rose took her teachings to heart.

When Pink Diamond finally brings things up to Yellow Diamond, the later cannot understand why Pink can’t see the beauty in what the colony will become. Pink Diamond informs her she will not let harm come to Earth anymore. In order to contain the colony and quiet what could be numerous rebellious gems (which could inspire an uprising), Yellow shatters her sister and frames a single Rose Quartz in the hopes that she will be overcome and the mess will be over; but this is one stubborn Rose Quartz.

Not wanting to cause a panic, Rose accepts the burden of Shatterer and truly begins the rebellion.

Haven’t made any art in a while hhhhh. but anyways, here’s @blueswapuniverse Blue Pearl! tried doing a stained glass style thing? (it took longer than the paper style orz) Couldn’t decide which one was better, so posting both! doesn’t look the best on desktop by the way (aka best viewed on mobile!)
